In order to expose the youths to futsal, cultivate healthy competition in youths and promote the importance of sports, Blue Futsal Club, Malaysian Young Graduates Association (GRADUAN) and Chinese Arts and Cultural Secretariat of USM (USM SKKT) work together to organize this meaningful futsal tournament.
【大专青全国赛 - 槟城站 - 公开赛规则】
1. 一场比赛只限两队华裔球员参加，每队上场的球员不得多于5名，其中必须有1名为守门员。
2. 第一轮会采取小组循环赛，最高两名进入下一轮，第二轮开始淘汰赛，上下半场各5分钟，中场休息1分钟。
3. 各队替补球员不得超过3名，也就是一队最多8名球员。
4. 比赛将用室内足球最新规则，一切判决将由场内裁判定夺，不能上诉。
5. 在比赛开始时，每队上场人数不得少于5名。若少过5人，迟到超过5分钟或缺席，将判决3：0由对方胜出。
6. 如果在比赛中任何一个队伍因球员被罚出场，使得其场上球员少于两名时，该场比赛为弃权。
7. 小组赛将采用联赛方式进行，胜者得3分，和1分，负0分。
8. 如有任何遗漏，或未完善之处，筹委会有权做出任何修改。
9. 友谊第一，比赛第二 ！
【FIGOS Graduan National Futsal Tournament - Penang Station - Rules and Regulations】
1. Among the 5 players in a team, 1 player will be the goalkeeper.
2. In the first round, group round robin will be held. The top two in this group round robin will enter the next round. The second round will start the knockout, with 5 minutes in the first half and 1 minute in the intermission.
3. Each team may not exceed 3 substitutes, that is, a team of up to 8 players.
4. The game will use the latest rules of indoor football. All judgements will be decided by the referee and cannot be appealed.
5. At the beginning of the game, each team must not more than five players. If there are less than 5 people at the beginning of the game, more than 5 minutes late or absent, the judge will be judging the game is abstained.
6. If any team in the game is sent off due to a player, causing less than two players on the pitch, the game is abstained.
7. The group stage will be conducted in a league format. The winner will receive 3 points while the loser will get 0 point. Besides, 1 point will be given to both team if the game ended in a draw.
8. The committee member has the right to make any changes if there are any omissions or imperfections.
